China has recently launched a new pilot import policy aimed at simplifying the mandatory product certification (CCC certification) process for information technology equipment. This new policy will be implemented in pilot areas such as the free trade pilot zones in Shanghai, Guangdong, Tianjin, Fujian, Beijing and the Hainan Free Trade Port.
Self - declaration Evaluation Method
For information technology equipment within the scope of CCC certification imported in the pilot areas, the certification applicant can use the self - declaration evaluation method to prove that the product complies with the electromagnetic compatibility standards of CCC certification. This adjustment means that the certification process will be more efficient and flexible.
Role of the Designated Certification Body
Under the new policy, the designated certification body will only be responsible for conducting inspections and tests on the electrical safety part. They will make a certification decision and issue a certification certificate based on a comprehensive assessment of the self - declaration materials and the inspection and test conclusions.
Implementation of the Self - declaration Procedure
Self-declarations shall be implemented in accordance with the requirements of Self-Declaration Procedure A in the Compulsory Product Certification Implementation Rules for Self-Declaration. However, unlike before, there is no need to report relevant compliance information in the Compulsory Certification Product Conformity Self-Declaration Information Submission System.
Qualification of the CCC Certification Applicant
The CCC certification applicant should be an importer registered in the pilot area, responsible for importing information technology equipment from abroad for sale in the Chinese market.
Exemption Certificate for Test Samples
For the test samples required in the CCC certification process, an exemption certificate for CCC should be obtained from the market supervision department where the pilot area is located before import.
Restrictions on the Import Destination
The import destination of the information technology equipment that has obtained the CCC certification certificate through the above - mentioned methods should be within the scope of the pilot area.
1. Double Random, One Public supervision
Market supervision and customs departments across regions will adopt random inspection and public disclosure as the basic regulatory approach, strengthening mid-event and post-event supervision. This means regulatory authorities will randomly select subjects and times for inspections and publicly disclose the results.
Strictly Investigate Violations
Violations such as failure to implement certification as required above and importing relevant products from outside the pilot area will be listed as bad records. This shows that the regulatory authorities will take strict punitive measures against violations.
